Panels of five selected from the nine-member Board of Ethics convene, as needed, to hear complaints filed under the thirteen prohibited behaviors of the Code of Ethics and Conduct, for example, Use of Official Title or Position for Personal Gain Prohibited and Use of City Resources for Non-City Purposes Prohibited. The Board also annually reviews the effectiveness of the Code of Ethics and Conduct for recommendation to the City Council.

On April 5, 2016, the City Council concluded a year-long effort with passage of Ordinance No. 7328 (Riverside Municipal Code Chapter 2.78) adopting a new Code of Ethics and Conduct.
During the writing, ad-hoc citizen committee discussion, and adoption of the new Code of Ethics and Conduct, the City Council stayed the ethics complaint process. The stay on filing of Code of Ethics Complaints imposed by the City Council on September 23, 2014, expired on September 1, 2016.
Complaints arising from facts occurring prior to May 5, 2016, will be heard by the Board of Ethics pursuant to the provisions of the prior Code of Ethics and Conduct (Resolution No. 22461). Complaints arising from facts occurring on or after May 5, 2016, will be heard by the Board of Ethics pursuant to the provisions of the new Code of Ethics and Conduct (Riverside Municipal Code Chapter 2.78).
