SB 998 - Water Shut-off Protection Act

 

SB998 is a bill that went into effect February 1, 2020 that allows low-income water account customers to receive additional time to pay their utility bill and qualify for a reduced reconnection fee.

All residential water customers are granted a 60-day waiting period during delinquency before receiving a 48-hour disconnections notice. Amortized payment plans are available to those who qualify. Any residential water customer that has been identified and verified as low-income (200% below the Federal Poverty Level Guidelines) is eligible to a reduced same day reconnection fee of $53.75. There were 3,946 instances of water service shutoff due to nonpayment in 2023.

To qualify, please visit 3025 Madison St. Riverside, CA 92504 with the following documentation:

  • Government Issued Identification (State Driver's License, State ID, Passport, Military ID)
  • Social Security Card

And ONE of the following

  • Income documentation for each person in the household (last 4 weeks)
  • Award letter from: CalFresh/SNAP, CalWorks/TANF, LIHEAP, Medi- Cal/Medicaid, Healthy Families A&B, National School Lunch Program, SSI, WIC, Bureau of Indian Affairs General Assistance
